Note:  In order to vote in Texas during the Reconstruction immediately following the Civil War citizens had to register with the local military authority, say an oath of allegiance to the federal government, and had to be deemed as an "eligible" voter.  Those who were known to actively supporting the Confederacy during the war were disqualified.  Many residents of Starr county who were Confederate loyalist, such as H. Clay Davis, are therefore missing from these rolls.  The hispanic and foreign citizens who did not participate in the Civil War are therefore overrepresented in this document.  Also of interest is a number of African American soldiers from Fort Ringgold who registered.   It should also be noted that a number of the earliest residents of Starr County (such as Cristobal Garza and Royal Merriweather) are listed as having recently arrived in the state and county--which either eludes to a temporary departure from Starr County, or is an error.
